RCAP receives donated used cars. The donated cars are repaired and provided to persons formerly on welfare. Local Social Service Departments refer individuals who are in need of a car to get to and from work. The Henrico County Regional Jail, Hermitage Technical Center, and Chesterfield County Technical Centers make the repairs labor free, and participants only pay for any auto parts purchases for repairs to their vehicle.

First Market Bank provides low-interest loans to recipients to pay for repairs to their vehicle. This allows for ease of getting the vehicle as well as helping to establish a line of credit.
